Choosing which Hong Kong outlets to sample first

Groups with twenty or more outlets rarely need every counter in the first engagement. A focused sample still answers board questions if the selection logic is clear.

Useful selection cues

Start with higher entertainment and local procurement spend, outlets that changed managers in the last six months, and districts that are costly to revisit later — so travel days are used well. Prior internal exceptions that were never cleared deserve a place in the first visit list.

Avoiding bias

Sampling only “problem” outlets can miss systematic policy gaps that appear everywhere. Include at least one quieter outlet as a control. If the same claim-form weakness appears there, the issue is design, not one manager.

Document the rationale

Write the selection reasons into the engagement letter. Sponsors then defend the sample to the board without implying that unvisited outlets were declared clean.
